The way i understand this is that he has silently transferred the lease to TS name and stopped paying rent. The notices he got in mailbox were hidden in his room and he silently left when he knew that court case will happen.

I think u can get the new application form and fill it and leave it in a mailbox after hours if u cant personally give them. Atleast thats what i am guessing could have happened.
