If you observe in Walmart there are 100 lines to checkout with 100 cashiers

Where as to return 1 guy works. You have to wait 30-45 minutes to return.

i got your point. is it this way right from the beginning ? may be they are doing this to control fraud returns.... like people buying things <$50 and return them after using.
