Bls Passport Help

Nee some info on passport application.

here is what I did
1) filled online application form
2) filled verification forms
3) this is where I have issue with order form

let me explain you what I did
1) opened order form
2) filled general info
3) selected application type as postal
4) selected prepaid delivery as yes
then it says airway bill no (Two unnay)

first air way bill no -----Note: you would receive your tracking no or air way bill no once you pay on pick up and delivery service ani undi. With a box to enter the number
second air way bill no--- return envelope air way bill number. two boxes XXX ---- or courier transaction details

then I clicked which says drop off and delivery courier services click here.

kani ee page lo first enter is the order form number issue: order form complete ga fill cheyakapote order form no radu I did not fill yet because I don't have the air way bill nos. so what I did was air way bill no entery dagara capital O petta for both air way nos.

Then filled rest of the order form and saved it, so it gave me a order form number.

Now drop off and delivery courier services click here page lo enter the order form no. fill chesi rest of the info fill chesa.

select your address delivery type ante home address select chesa.

then gave my pick up address and delivery address as my home address (As it said ur home address and address for the return of your new address)
then I received a email with 3 attachments 1) shipping label 2) order form 3) check list

I took this label and rest of my documents to the UPS store asked for envelopes for sending and return of my passport. two envelopes same size ki ichadu.

Now when I showed him the label which says TO BLS and form my name. He said this is not he UPS label you need to buy a new label annadu.

Questions:
1) So now should I buy a new label for sending my documents to BLS and attach it on envelope (to BLS sending my docs) and pay for return label and paste it on the return envelope for my new passport to be delivered to my address.

2) If this is the case I don't understand why I paid 37 $ including the insurance for no purpose.
