20,000 are not special visas. They are just a different category of entry.

Anyways, to answer your question, before there was a lottery the 20,000 were NOT eligible to be considered under 65,000 limit. However, since there has been an overwhelming number of applications, the lottery was introduced. So, now, if there are more than 20,000 applicants by a cutoff date in first week of April which isdecided by the USCIS, for those applicants that were not picked up in the lottery will be drawn with the 65,000 applicants where normally it has been noticed that there is a lottery there as well...so chances are the advance degree overflow applicants may or may not get their visa approved based on whether they are picked or not in the lottery...does it make a little bit clear?

there are a few upper castes too, that are very very poor. them too. 

 

If that can happen, I agree with you, its time to give them the benefits of reservation, than the richer dalits.

 

But if that doesn't happen, you can't use the excuse of richer dalit, to take away that seat and give it to a poor upper caste.

simple bhayya. states are doing a better job of collecting data about their citizens.

 

karnataka already constituted a commission to find out how to modify reservation criteria.

 

They are going to take into account the people who are institutionally marginalized.

 

caste is one of the criteria. Other criteria is land owning or not, urban/rural, gender, access to govt. services, etc.

 

It'll be interesting when it comes out.

Like you said every one lower and upper caste people needs to be educated about treating every one equally and only oppressed and poor people should get reservation..but point is the whole ay of looking at caste is changed due to appeasement for votes... take away the power to promise reservation from politicians. simple.

 

institute a committee that considers criteria for reservation. A poor guy from a caste that has 70%+ middle class can't get reservation man. It doesn't matter how poor he is personally.

i am software engg then my caste se but is that is gonig to happen if dalits will leave their status accept their proffession as caste is upper caste going to do same...

reservation, in the end, should be based on some markers, one of which is caste.

 

only groups can be awarded reservations quota. Not individuals. income cannot be criteria.

Ok since this topic came up anyways...I have a couple of questions:

1) Certain group of people were not given equal rights if not treated as slaves in this country till very last century, so why did they fight for EQUAL rights but not for reservations?

2) If there is a politician/party who can bring into effect strict policies of equality in education, housing, employment, etc... and against discrimination of individuals based on race religion caste color state etc etc...will all people who are enjoying privilege's give it up and bring them to power?

65,000 applications are for regular and 20,000 for advance degree...they should not be added as the application qualifications are different...

 

but still an MS guy can apply in regular with his Bachelor's degree from India...and also if there is a lottery, even if the MS guy misses in 20,000, his application is still added to the regular quote for another lottery...
