Priority date should be the day we entered USA and should be the same how many employers we change.

Example: master student who came to US in 2008 graduate in 2010 get H1 in 2013 apply GC in 2014/15 what is the signifcance if his 6 years stay in US if they start counting from 2015? A H1 guy come from india in 2015 start GC immediatly his priority date is 2015 aswell.

If its based on date they entered USA and started living here it makes more sense. I am not sure if any on thought about this.

if you are talking about PD for your GC, its going to be the date when your employer filed PERM for you

Birthday kadu le bhayya if some one came in 2004 on L1 then turned h1 applied GC in 2012 and he was a law abiding immigrant who paied taxes only because his employer filed his GC in 2012 he priority date is 2012. If they consider the date he actuallu started living in USA he would be benifited. As he already lived here for 10years.

Its very hard for some one who lived in some contry to goback and adjust its just a thought anthe.
