Lol. just 18! You are kidding right? Don't encourage people who are lazy. Encourage someone who wants to work hard and take risks. 

You are making statements that only applies to vendors of certain category. These vendors or staffing companies (this is apt word) don't deal with clients and are not liable for any problems created by this newly hired. But like someone said there are 60% of vendors or consulting firms that provide professional services to the clients and those firms take responsibility and make sure they send the right candidate for right job.
