Hi Prathiba, The deceptive practice you described does not confine to OPTs, 
it has been in existence ever since the whole outsourcing business started 20 years ago. 
The sad reality is that there are many client companies out there who are willing to take these folks without adequate verification. 
That is the main reason why this cancer is still thriving.

Yes I agree Sunil. I wanted to highlight this specifically, since its not even in the radar. 
I see so many cases of H1 frauds and indictments and convictions, but none on this category. 
The other disaster waiting to happen is the H4 EAD.

Another - market say that has tarnished image of consultants: there are a few unscrupulous recruiters 
who are called leading edge "Lion" recruiters who have successfully faked a lot of resumes (called as made in U.S.a) where 'a' stands for Ameerpet 
which is small town in hyderabad india. You name it and you will get a forged resume that looks absolutely perfect and fitting for the requirement 
and that L1 or H1b guy will be ready to come onsite in the next 2-5 months and to buy that timethe recruiter will invest and place a senior consultant 
at a higher price; just to fet his foot in. After 6 months when that consultant is onsite somewhere the recruiter starts his spadework to get that 
senior high priced consultant out (at some pretext) to get the cheapo guy in. And the cycle continues.  
PM for the project has little or no say, since he or she has to manage and continue driving the project to closure and manage with this risk.
