its the other way around. inspite of achievements (obviously political) several lower caste leaders are stuck playing second fiddle to main parties. So knowledge of their population percentage, and their needs, will give these leaders slightly more leverage in demanding ministries. Is it not a good thing?

SC/ST atrocity misuse cases are overstated. more than 90% are not acted upon. They are stuck in lower courts. More SCs suffer discrimination and shame, than upper castes blamed for false incidents. Its not as easy as you think for a dalit to victimize an upper caste fellow in India.

It happens very rarely, and is promptly picked up by the media as if dalits routinely misuse these laws. In fact, they don't use it as often they should.
