Toshiba Corp's (6502.T) Westinghouse Electric will relocate a planned project to build six nuclear reactors in India, said officials, bringing the first deal stemming from a U.S.-India civil nuclear accord struck over a decade ago closer to reality.

The six AP-1000 reactors would be built in Andhra Pradesh, after the original site proposed for the multi-billion-dollar project, in Prime Minister Narendra Modi's home state of Gujarat, faced local opposition.

The breakthrough comes ahead of a June 7-8 visit by Modi to Washington, where he will be hosted by President Barack Obama for a final summit before the U.S. presidential election in November, and will address both houses of Congress.

U.S. lawmakers ratified the civil nuclear accord three years after it was struck in 2005, as part of an attempt to deepen the strategic relationship with India, but have expressed growing dismay over its failure to yield follow-on deals for U.S.-based reactor makers like Westinghouse.

Opposition From people of Gujarat:

The people of Gujarat vehemently opposed the construction of a proposed power plant in Mithi Virdi, Gujarat. The plan would have a devastating impact on the people and environment of the region. It would displace hundreds of thousands of people in surrounding villages, deprive farmers of their livelihood, wreak havoc on the environment, and would negatively impact the health of communities, not only in surrounding villages, but in the entire region.

Increasingly, data findings indicate that nuclear power brings longstanding and irreversible consequences. Construction of this nuclear power facility will ruin the fertile land, which has provided sustaining economic opportunities to communities across the region, and will result in long-term health consequences. The irreversible risks associated with nuclear power extends beyond those residing in the immediate proximity of the facility, and will have ramifications for all of those across the region. This nuclear facility will end the longstanding agriculture practices that have provided sustainable livelihood and affordable nourishment to local communities.

The rich coastal fisheries will be destroyed by the ecocidal effects of releasing millions of gallons of hot water into the sea. Exposure to the radiation and poisonous toxins has been been linked to negative health outcomes, and communities will be at risk to any mishandling of the radioactive waste or accidental exposure. All too often nuclear facilities are located in areas where historically and structurally disenfranchised communities are unable to block such construction or make demands that protect the health of their communities.
