1. China did not have 100% FDI. Please have a look at the companies ruling the roost in China for the past 30yrs in electronics. All of them are local companies. As for chip making, India is already behind the curve by a huge margin. Even if a fab makes its way to India now, it'd be 45nm/28nm fab, which have very very low margins. Only TSMC is still making profits off 22nm technology, because they have paid off their capital expenditures long back.

Your argument about learning technology and skills are moot. The tech is protected by an IP. Its impossible to manufacture chips from tech that a company 'learns' on the job, and expect to sell its services to the west. The only way to get chip manufacturing into India is to buy off a foundry for its IP.

This 100% FDI nonsense will only make Indians just minor stakeholders and divert most of the profits overseas. Just wait till US normalizes its ridiculously stupid corporate tax law. half the money parked in India will find its way back to the US.

If India wants to be in the forefront of chipmaking, they can start investing in quantum tuneling, spintronics research, and come up with a local technology to rival the existing research. 

Plenty of Indians work in chip making equipment business abroad. Its pretty pathetic that the govt. just wants to talk to the big fellas. It is not equal to what the chinese did, or are doing. Their leaders are much smarter, and tech savvy than Indian leaders.

2. Indian govt. admits that only 2% of the workforce pay income taxes. And the tax revenue as a ratio of GDP is what some 15%? I don't remember quite. But its somewhere that number. 

It is true that India desperately needs tax revenues to boost local spending, and govt infra projects, and kick the economy into high growth.

While it is true that India is undertaxed, Indian businesses are saddled with taxes, that make them uncompetitive.. Modi govt. has decreased the corporate tax rate, which is welcome, but a lot more has to be done on that front.

increasing indirect taxes, service taxes, will only affect the consumers. I understand why the govt. does this. It is because they lack the competence to tax income, and have to rely on these types of taxes that hit the common person hard. And not the high earners (who are mostly upper caste banias, brahmins that support the BJP).

The govt. is not even trying to increase the income taxes on the richest, while increasing sales taxes, and piling on cess after cess. If the UPA made a mess of this thing called 'Education Cess', NDA one upped them with Swachh bharat Cess.

Its the worst campaign I've ever heard of. Something as local as sanitation (down to municipal, and ward level governance) taken up by the central government.. Modi is really clueless. All that drama for what some 1-2% cess? They should have titled it begging cess. I don't live in India, I don't remember the exact cess rate
