The funny thing is, whether TG is the better state, or AP is, it doesn't really matter.

As long as state's public are well fed, well clothed, well educated, live healthier lives it is good enough. And for that, that state doesn't have to have the highest GDP per capita or the best airports, or the biggest malls.

They just need decent, and fair governance. KCR seems to understand this better than CBN. Although his son, KTR, is incorrigible.

Agreed.

With a built in capital , they just need commerce , so there is time to focus on welfare too.. where as it is contrary to AP. CBN is doing better than KCR

Top class bureaucracy, mostly I think. I am intimately familiar with TN govt., and no other state.

This ranking is based on a set of rules, the World Bank has framed, and has shared with the states since the last year. CBN was savvy enough to implement all/most of these rules in a short time frame to help AP bag the rank it did last time.

Obviously, it wasn't enough. CBN wasn't able to keep up with the requirements this time around. It is hard to do so without dedicated bureaucracy, and clear state level governance reforms. What CBN did was mostly a rush job.

KCR has played the smart waiting game, took his time to implement the rules, and has emerged to be the one with the better long term vision. I'm pretty sure, he's going to make sure TG stays there for a long time. Even if there's a drop in the ranking, he'll make sure there won't be a drop in the rating.
