two things here, legally if he is paying above or as per LCA then labor department cannot take action, but still civil case is very much possible n employer can be made liable for it.

if your friend has some kinda of email communication regarding pending wages or email agreement about percentage dollars, then ask him to send a stern email stating his balances need to be settled with immediate effect, still doesnt work, go to a lawyer n send a letter stating if amount is not paid you are bringing court case against him.
