It goes like this:

She complains to Police. Cut chesthe, in police station, Police ask both of them what they want to do. She says she don't want to live with him. He tries to convince her to live together and she denies. So he gets a divorce in USA and tells her he will take her back to India and hand over to parents. She pleads him not to send her back to India and he let's her stay in USA. 2 years passed by.

Meanwhile, he also got call from his wife's lover asking him his consent to marry her.

Now he is looking for alliances to get married again. Problem is his divorce is not legalised in India. For that, that girls family is demanding 30 lakh rupees and he is ready to give only 10 lakhs.

So he is looking for someone in USA to get married.

Your friend and his wife aren’t  divorced yet.  Seems  your friend’s wife is in rush to get married  to her bf. is she still living with your friend ? If not, ask him to take legal action asking her to come back and fulfill marital responsibilities. If she says no, she will be lead to file for divorce asking for your friend’s divorce consent. This way he could avoid paying a penny for her. In fact he might even have a chance to make her pay him as she is the one who wants to divorce.

Your friend’s wife can’t get remarried with out actually getting divorced. It’s a punishable offense upto 7 years if she gets married without divorce

Did he really get his divorce?

If he is divorced, She cant be a dependent of his? So, By what means is he letting her stay in USA?  

May be, if she changed her status form whatever dependent visa she is on to F1 (lets say), the why would she need his permission to stay? Is he helping her financially for her school? If so, what is the role of her BF here?

There are too many open ends in this story. 

Once the divorce finalized in USA... Thats it.... Indian court has nothing to do. Per bilateral relations between these two countries (I thing it is by Hague convention), Marriage/divorce in either country is recognized by the other.
