No why give center even half. let states take full. we can keep a dummy central govt. but then center needs to pay salaries to army,airfare,navy defence, pensions to retired and war widows. actually lets just disband all these and just give all money to states so that they can give free health and free rice/vegetables. hire everyone in govt sector. then people will live happy and healthy. eat every thing for free and then defecate in the open and then complain modi's swatch bharat not working not enough toilets for us to use.
