Even locals can't buy forming land without agricultural background. Edo passbook kavali anukunta. Amitab and some other celebrities ki problem ayindi forming land konte

I think you are right. India lo earn chesina money thone konaali ani edho udhi. But you can still buy on behalf of your parents and can inherit immediately. Or someone gifting you.
