for sure Trump is against illegals and he want to fix legal immigration. But he dont know how to fix it. so he will appoint some one to do that. So it all depend on that person to favor existing or not. for sure they will tight new incoming people.

Reports indicate that Mr. Kris Kobach, Secretary of the State of Kansas, has benn the key figure in articulating the Trump's immigration plans which includes, among others, repeal of rules and policies of Obama's Immigration Action Plans, which include more than relief for undocumented immigrants but certain reforms of legal immigration systems. Kris Kobach is a well known immigration lawyer who has dedicated his career for the cause of conservative platform against immigration. Even though he does not officially acknolwedge that he will join the Trump's first cabinet, but there is a speculation that he will be a key member of the first Trump Administration in the area of immigration policies. Immigrant community may as well get to know him and his background.

President cannot pass any laws, instead it's the House of Representatives and the Senate Collectively knows as Congress who can bring legislation to the floor and vote on it. The President can then either sign it into law or veto it (block) but the President is not the one who writes laws.
