I did PHD (not literally but you got it) Problem is responsible people know how to consume and use it for the good. But not everyone. believe me after while it is just becomes a routine and you get nothing out of it except some bodily relaxation and good sleep. Whcih is needed by patients suffering with some conditions and as a normal human being you dont need it to have any medicinal effect on you. They are already responsible, intelligent, educated and self-driven people. Not everybody is as self-driven as these guys. on the contrary most of them are already lazy and procrastinators. So it wont do any good to people who lack these awesome qualities. it will only make them much more lazy and confined to the couch. believe me.
