Delay in converting saving into NRO

whar are the consequences in in keeping saving account in India ? Now If I convert into NRO account is there a penalty for nit doing it earlier and delay in convertion. Usually H1b meedha vunna vallu NRE/NRO accounts operate chetshara. I know lot of uncles who have GC holds NRO/NRE.
