They don't want to be under the scanner of USCIS/DOL for hiring more people on work visas and replacing the existing work force. Remember how the Disney incident backfired and went to the notice of President elect Trump. But when they hire an H4 EAD they don't have to be worried about this because they can always say we aren't hiring people on a work visa as much as we are hiring those that aren't. So there's an incentive to put up with a cheap, under performing H4 EAD now. As an H1B whos' at their mercy for your job and visa status, you would take up that slack anyway.
