Please do so in reporting the EB1C frauds.  """"""""""""""""""""""""""""""""""""""""""""""""""""""""""""""""""""""""""""""""""""""""""""""""""""""""""""""""""""""""""""""""""""""""""""" Subject : Abuse of Manager Visa EB1C by Indian IT outsourcing companies.  Respected Darrell issa,  Green card system is being abused  without check by Indian IT Service companies like "Cognizant technology solutions" and many others  Due to very vague EB1C eligibility rules and not enough independent verification mandated for EB1C (manager) visa,  approximately 15,000 New (so-called) Managers (Mostly IT) are admitting USA from Abroad on VISA and handed off Green cards.  (Source : https://www.dhs.gov/immigration-statistics/yearb... ).  Numbers thus consumed by Primary beneficiary along with family of such workers are upto 30,000 Green cards per year (mostly from India).  EB1C Visa was supposed to be Migrant Visa for C-level executives, but consulting companies are abusing this to avoid otherwise potential visa expense  / future scrutiny during renewals, re-filing, extensions and stamping.  Also EB-1C Green card doesn't involve PERM/Labor process or any test for American markets.  It leaves a big hole for fraud, which is rampant by some companies.  The require paperwork is based on Employer's internal systems (such as Org-chart) and this documentation / letters  (which can be fabricated and fully controlled internally) is sole basis of eligibility without any external / independent way of verification.  Almost all of the EB-1C filings are based on the premise that outsourcing company's worker is working in the Managerial role in USA is an "Executive" who is responsible for revenue for the company, but in reality this worker is a Project Based Worker employed by an OUTSOURCING company to support a US business and employer.  Thus EB-1C should not be even applicable for Outsourcing service businesses.  More over since Outsourcing skilled labor import to US is number sensitive (thousands of so-called managers come to USA),  say one for each project or project group, due to bulk filing the Visa numbers are getting exhausted at an unprecedented pace making direct full time employees of American corporations who are waiting for Green card for ever, this must be checked to avoid injustice to High Skilled workers waiting for Green Card.  This abuse also makes STEM graduates and genuine hard working long timer IT professionals and their innocent kids wait for ever, also repels the genuine talent from US. Not only EB1C is violating natural law of First come First come served but also creating blockade of movement of dates for EB2 visas.  Please note that next category of Employment based visa EB2 for India is backlogged by 8 years now, next one is EB3 which is 10 years backlogged.  Please see another kind of abuse done by Cognizant: "https://makeitrightblueshield.org/blog/2015/5/11..."  Service companies should not be allowed to file green card in Bulk in EB1C and there should be scrutiny.  Request to Please investigate in the cases such as Cognizant Consulting EB1C Visa filings in Bulk.  Internet discussion forums such as trackitt.com have many so-called managers who are openly discussing their cases and talking  about how there org-charts are temporary manipulated for Visa Process.  Example:  1.
