When you enlist, you take an oath on the US flag and also sign a contract. That contract should be respected by both the parties. There are some MAVNIs who have PhD qualifications, and they can possibly work for DoD in the future. Plus there are other fields like Cybersecurity, Cryptography etc which need security clearance which most immigrants don't necessarily have.
