Benefits of Special Category

  • Significant concessionin excise & customs duties, income tax and corporate tax
  • 30% of planned expenditure(central budget) goes to ‘special category’ states
  • Special Category states are benefited because of Normal Central Assistancewhich was skewed in favour of these states. These states get more funds in terms of NCA and most part of these funds was in the form of grants rather than loans.
  • Special Central Assistancegiven to SCS is also an additional amount which can be used by the concerned state for economic development.
  • Centre bears 90% of the state expenditure(given as grant) (under the Gadgil-Mukherjee formula) on all centrally-sponsored schemes and external aid while rest 10% is given as loan to state. For general category, the respective grant to loan ratio is 30:70 whereas external aid is passed on in the same ratio as received at the centre.
  • Unspent money does not lapse and gets carry forward.

That was when planning commissionw as in force..Its defunct and replaced by NITI ayog and NITI ayog has completely abolished the system of assigning special status and if it has to confer special status, rules will be framed accordingly then depending upon the need.

There is no special status concept present in this present government.

For drummers, Please watch Open heart with RK with Y V reddy, Ex-governer of RBI and he clearly explains the concept of special status from admionistration point of view..not PK's view.

Migilina states oppukovadam endi...asalu new developments evadu follow avutaleda ?

except on security grounds, no case of special status will be taken up by this present government. J and K, and couple of north eastern states have special status and this is regarding maintaining internal stability and security purpose but not for development. NITI Ayogh has completely removed the concept of special status. Only special packages are assigned.

Govt once again should define difference between special status and special packages..

GOVT should explain again why did they accept special package and what is been really delivered from CENTRE and what is the road map and time line for the same..

Why there is no official bill passed in the parliament for the Special Package yet??

Why there is no Railway Zone..

CBN should consolidate all the queries and confusions with the people and opposition parties and make things clear with central Govt..

Inka musugu lo gudhulaata waste its time for CBN to let people know whats happening with Central Govt and Transparency of AP GOvt..
