BS..Any life of an animal is same as far as safety is concerned do you know how many dog attacks go unnoticed on the streets they all needs be in control or connected humans should adopt and keep them at their homes.

yeah, the first instinct is to kill. But dog owners abandon their dogs all the time. How should they be punished for endangering other people's lives?
