It will...But Congress won;t remove it...First will be OPT & H1...which will impact H4....May be they will limit H4 to I-140 approved or only STEM  and not to outsourced H1's.

If Congress agrees, then there won;t be any rule-making which is quite not feasible because they are < 1%. So it has to go through rule-making.
