This is not correct bro to my knowledge. A  change to regulation processed through federal register should follow the same protocol to be removed as far as I know.

You didn't mentioned that in your post. Your post looked like it only assumed 130k rule will pass. It is proposed by republican , so pass ayye chances thakkuva.
