Not everyone has that privilege. If you were from a particular caste, doesn't matter if you are in Hyderabad, Chennai or Mumbai, you will be discriminated. All I got to know about Rohit Vemula was that he committed suicide because his scholarship was canceled. That apparently happened because he indulged in some anti national and anti social activities that violated the university's code of conduct. I don't know if there are any deeper reasons beyond the above that might have caused him to take up anti national and anti social activities in violation of the university's policy. I know plenty of Muslims who aren't hypocrites who are very well received, if you are a Muslim and a hypocrite that wants to secede the nation for your own ideology I don't know if that's something a majority of people would look at favorably. It was canceled because university has different standards for brahmins/upper caste guys indulging in hindutva rhetoric, and dalits indulging in Ambedkar/kashmir rhetoric. simple. I can conclude from your observations that Hyderabad is more fun and relaxed environment than Vijayawada. It must be obvious, because Hyd is a metro city, Vijayawada is a tier 3 city. Maybe again I am not generalizing about the entire city. I agree part of what formed my observations are 3rd party opinions, and quite a few of them.
