As per the communication from the consulate, the interview waiver program is valid and is still available, subject to eligibility as per the guidelines -http://www.ustraveldocs.com/in/in-niv-visarenew.asp.
If your appointment is already scheduled under interview waiver program, you may proceed with the same for now

i think they stopped providing the IWP and Drop Box options to people now after EO.

Consulates still accepting drop box applications. Even though many of the law firms said drop box option is no longer available according EO. No one knows what consulates have in mind.
