Kerala 27% muslims. Fertility rate - 1.8

West Bengal 27% muslims. Fertility rate - 1.6 

Madhya Pradesh 7% muslims. Fertility rate - 2.9

Looks like your definition of 'normal citizen' needs some work. It seems many areas with high muslim population have very low fertility rates. And states with very high Hindu population have high fertility rates too.

Dictatorship doesnt come with head count. Today more than 60% of indians are hindus. Are we dictating terms. The best thing about hinduism is live and let live ideology. If we change that then there is no meaning for hinduism
