India population is 1.24  billion which is close to 16.6% of world population. South India is around .4 billion which gives estimation around 6.5 % of world population.

 

It (information technology) exports from South India alone is 70% of total exports excluding HCl, syntel .

 

So 43% of h1b coming from South India is justifiable and it is surprising only 42% of h1bs are from South India.
