Azure or AWS 

free trial 30 days ..... upto 100 Cores you can run...

azure lo sql server environment ni spin chesi IP address ichi verey students ni aa server ki connect ayyela cheyocha.. or is it more like a VM antenaaa... nenu credits tho eppudu cheyala.. tell me man...

yes cheyyochu....... all you need is connection string

1) PaaS - Azure SQL - direct DB create authundi... Paas antey you know, all patching , no rdp access to VM, scale up /down possible etc 

2) IaaS - SQL on VM - you manage ur VM by creating it and adD SQL Mgmt studio, DB on it, you manage everything, scaling not possible on one VM. 

in above both options lo, you need to add an ACL to permit public IP of user to DB server

thanks man... need to create one for my students so checking easy way to create a server... will try and let you know... edanna tutorial unda or instructions video unda ... will try google but just checking before that?? Image result for brahmi gym gif
