Dude...easy to understand.... Dhubai... lo kulli jannam akva..... so those people take all advantage of weight... they r carrying more than one carry on..  plus alot of luggage.. thats why they r doing that..  Last week i was in dhubai I asked same question they..said... people r carrying over luggage... 

Flight weight akvaa vuthundhi ani cheppadu :-) which is againt of norms....ani..

HYD lo also same. they are very strict 7kgs carry on that should include any Laptop bag also.  I had to remove laptop and put in Carry on and Laptop bag stuffed into check in.

same happend.. naku 2 laptops unnay.. vadu laptop bag and carry bag kalisi 7 kgs undali antadu.. love da lodi 2 laptops ey antha untay and emi pettakund carryon and laptop bag veysthey ney easy ga 4 kgs untay.. godava veysukunna vadu lite teesukunnadu gudd@ moosukoni carryon akkadey padeysi 2 bags lo set cheysi over weight ani $55 extra katti vacchina.. worst situation
