Most of Indian Telugu youth are into B.tech and when you give H4 EADs to them market supply demand chain lo marpulu vachi billings padipothunnayani bayata talk vundhi andhulo fact kooda vundhi ... of course it's an observation and not applies to all.  so other side of argument is they also should go through same scrutiny to get the authorization to work  which may positively impact the billing rates..
