U dont need expedited.. u can get it in 1 week eitherway

If you already have birth certificate and SSN, go to USPS passport center. Not every usps processes, you can go to usps center which does this process in close proximity, can check on usps.com

It takes about 1-2 weeks to get passport in mail

just take birth certificate ,SSN card along with 2 photographs of the kid to nearest USPS . They will guide you
