Employer is the right place to take insurance for the family. if you feel it is costly than go with any short term insurances from bcbs. if you dont have any family health issue go with  higher deductible of 3-5k. it will comedown your monthly premiums

Yes ..Its good policy ask him  for the coverage of flu shots(Vaccinations). Always we have to look about the max out of pockets only instead of deductible. I think this is the good policy.

Any how he has to pay fine.ACA compliance will be available in Open enrollment only as per my knowledge.. Now the insurance companies will offer only short term policies for these policies he has to pay fine ultimately.

U can take insurance with a valid event in ur life like a job change new employer or getting married. On these events one can take insurance even if the enrollme t is not open.
