Modi made a bet that decades of Kashmir policy of placating the separatist leaders will have to be rethought. He tried to bypass those leaders, and reach the people directly. Announced many sops.

It may have worked, if Modi was a legitimate peacenik. but he did the same thing he provokes in India. identify 'anti-nationals' and go after them. and from the near total boycott of polls in srinagar it's obvious that it didn't work. That's why he's lol and a huge failure.
