Can a h1b guy marry tourist visa girl in US and get registered here?

moreover its not that easy to get Visiting Visa for her... unless she can visit US on Business visa from the company..

It's absolutely legal to marry her in the US and it's not a big deal. She can marry him while she's on a tourist visa, for the marriage to be valid and legally recognized all it takes is for either of them to be legal. In this case, both are legally residing in the US so it's not a problem at all. 

What they can do is after getting married(whether it's a church or temple or anything of that sort) is to register the marriage, and for him to file for a change of status for her if he's on H1B with an approved I 140 even apply for an EAD so that she could continue to work here. If not she can always stay as a dependent on him on an H4 visa. 

There's nothing legally wrong about this whole thing. People who are questioning his decision to marry here vs marrying in India have no merit to their argument.

With the current visa issues and the issues some people are facing at the port of entry there's nothing wrong with him doing what he's doing. Neither you nor I have the moral standing to question someone's choice of lifestyle or where he chooses to live and work. You being a citizen of a nation that upholds these values should know this better I presume.
