there's only so much a govt can do. I agree a Hindu govt. with ability to convince or punish these asshole Hindus who discriminate would have helped india. we didn't have any Hindu like that. That's why we got a neutral Nehru. 

in 2017, still we don't have a Hindu leader like that. We only have an illiterate rowdy Modi.
