Anyway, I'm of the view that NGOs can help, but govt has to do the heavy work. I have seen several NGOs who are one trick ponies. One particular model works in one area, and they try to scale it, when its just waste of money, or try to apply it to other areas, where its not useful.

The better way to help, would be to help the govt get better data for their political and governance decisions. That's one area govt lacks in India. They just need someone who can help them update data, collate it, sit on their heads, and make them work. Finally they will. And when they do, the results will be amazing, far more than any NGO can do.
