H1 doubt

H1 picked masters quota, approved 2014 June. worked on h1 from oct 1 until  mar 31.

India went, stamping refusal. immediately filed h1 transfer and got approved and went to stamping again refusal.

now he is in canada with Pr(he got canada pr in 2014 itself). his question is, can he file h1 under quota from canada with a new job offer?(he is getting one from a big company) previous h1s revoked already.

don't bother about h1 stamping refusals. pls give suggestions relevant to h1 filing only?
