you mean to the employer or employee ? i dont think so, thats very unusual in todays market,,,i'd say 50-55 c2c for the employee for UI is really high billing, react js, angular can be learned in one day...never heard these kind of rates,,

bro - no offense but r u serious ? you can learn React and angular in one day ? rates are damn good in UI right now and will be for next year or so...UI is not straight forward as you think

BTW 130k for 5 years experience is definitely not under payed. Probably equivalent to 200k in Bay area.
