Before answering this, let me clarify on a popular perception. Telangana being a revenue surplus state doesn't indicate that the state is overflowing with riches inherited to it post bifurcation and is in a partying mood right now. Revenue is surplus because planned expenditure was not properly spent in Telangana region till its formation. Except the riches of Hyderabad, the districts are far from development. Even basic infrastructure like roads to districts surrounding Hyderabad and other interior districts was not created properly.  Even bus-stands in some district headquarters and mandal headquarters are not proper. Major and minor irrigation in Telangana region was not even focused before its formation. Barrages were not constructed across rivers to store water. Farmers still majorly depend on bore-wells to sustain their crops. This in turn effected power sector. State exchequer is heavily effected by power usage in farming sector. To add to this power generating facilities were not built in Telangana region, thus compelling it to buy power from elsewhere for higher costs. Telangana is similar to Vidharbha and Marathwada in its terrain, there are lots of woes in providing drinking water, adding to it is the drought.

Priorities are clear. Telangana develops only if these sectors make a step forward:

  1. Irrigation: Keeping in view long term heavy irrigation projects are to be constructed. The govt. has been in planning phase till now and is starting execution phase lately. Govt. is making in the right step in this direction. By announcing flagship program(Mission Kakatiya) to focus on minor irrigation, once again the govt. is going in right direction. Budgetary allocations were made accordingly.
  2. Power sector: Ovethrowing those apprehensions that Telangana is going to face acute power shortage, the govt. was successful in providing uninterrupted power supply, by buying power timely. This feat is nothing short of an achievement. It was successful in taking this short term step. Also, govt. invested in the construction of power generation facilities within the state. This is also absolutely right step keeping in view long term. Though personally I don't like the promotion of Thermal power stations.
  3. Drinking water: Telangana is reeling under a second consecutive drought year. Drinking woes are there in some districts. Though Hyderabad is prevented from facing drinking water troubles, nothing much was done in interior districts. So, in short term view govt. failed. Keeping in view long term, the govt. announced its another flagship scheme(Mission Bhagiratha, drinking water grid), in a bid to provide clean and affordable drinking water to all households in the state. This is an excellent step.
  4. Education: This is the most important of all. This is the investment for the future. The ruling TRS promised free and compulsory education from KG to PG for the poor in its election manifesto. But as I see it, govt. reaction seems to be very sluggish regarding this. It says that it is still in planning stage. Lack of quality education in professional courses is evident(this is a country wide problem). Some steps were taken in reforming Engineering colleges, but still a lot have to be taken. Progress in this sector is directly related to jobs. This is the area where the govt. needs to invest more. If possible invite some private players who could offer quality and affordable education.
  5. IT: Others have written well regarding this sector. IT is one of the growth engines of Telangana economy. The govt. is going in right direction in this sector.
  6. Manufacturing and pharma: Manufacturing is almost nay in Telangana till now, but pharma is a good contributor to economy. The govt. seems to be making good progress after the announcement of its industrial policy. I don't know much about what's happening in ground, but read positively about them in news. My only concern here would be to see that those pharma industries won't cause much pollution.
  7. Jobs: Job creation is the foremost job of any govt. One of the leading notions in Telangana movement was disproportionate share that Telangana got in govt. jobs. This is one thing that worries me. Almost every one young in Telangana want a govt. job. They won't even look for opportunities that are available in private sector. Govt. must spend on qualified but unemployed, train them have an edge to get jobs in the private. The govt. is not making right steps in this direction.
  8. Govt. schemes: The govt. has announced many populist schemes, which are not going to give any return of investments in the future. Be it, housing or pensions. May be this is a political compulsion, but this is definitely not a right step. Teach a man how to fish, don't feed them with fish for lifetime.

This is all what I can say about the key sectors that could potentially make/unmake, Telangana developed state. I can add additional sectors upon suggestion. Hope is must, and I see there is a hope.
