It is not about central Grants or Tax devolution

State gets share of Central Taxes collected in the state and this is not taken into account

It is only the growth of states taxes

Like, if the govt collected Rs 100 last year..this year they were able to collect Rs 118

How the growth ?

It may be

1)The Govt may have raised the taxes

2)The Govt may have included more products ,services and merchants into Tax net

3)May be the Govt went after the defaulters and collected the pending dues

4)May be the sales of Liquor has increased from last yrs,resulting in creased excise Taxes

5)May be more land registrations

6)May be Govt has become strict with tax evaders and may have increased tax collections

7)May be after demonezation more people are paying online and more tax is collected/reported by trader without chance of converting to black

8)May be the economy has improved and more spending/transactions
