Ponnapula Sanjeeva Prasad (P. S. Prasad) is an Indian-born businessman. His relatives and business partners are associated with the 1991 collapse of the Bank of Credit and Commerce International (BCCI). In the years prior to BCCI's collapse, he was the owner of Keystone Financial Corporation and P. S. Investments, as well as an investment partner of Bert Lance and Ghaith Pharaon. He stood guarantee for largest borrower of BCCI, at the time of its collapse, with some $30 million in outstanding loans. Prasad has left the U.S. shortly after BCCI's meltdown; since that time very little information about his whereabouts has been published in the English-language media. The New York Times reported in the July 9, 1993 edition that the Manhattan District Attorney had indicted him as co-accused, and the outstanding warrant for his trail has never been satisfied as there was no prima-facie evidence submitted by the United States to Govt of India. Efforts by the cousin of P.S.Prasad, with whom he had some business disputes, to obtain a copy under the Right to Information Act of the plaint (sic) filed by the Embassy of the United States of America before the courts in New Delhi, who passed an order in this case in 2002, were also unsuccessful. Satyendra Mishra, Chief Information Commissioner dismissed Rao’s request and directed him to go to the concerned court to obtain a copy. The attorney representing P.S.Prasad has stated that "lot of land grabbers who have failed all legal remedies available to them have resorted to bring these unconnected that too decades old issues to silence him so that, they can continue to occupy illegally by maligning his reputation, and he is taking required legal steps including defamation suits against these people. He has also requested people to give information on the persons who are indulging in these unethical activities".

Prasad now lives in Hyderabad, India and runs the software company "Goldstone Engineering."

కూకట్‌పల్లి సబ్‌ రిజిస్ట్రార్‌ కార్యాలయం.. అక్రమాలకు ఇదొక అడ్డా. ప్రభుత్వ భూములను ప్రైవేటు వ్యక్తులకు ధారాదత్తం చేయడానికి కావాల్సిన ప్రణాళికలు ఇక్కడే రూపొందుతాయంటే ఈ కార్యాలయం ప్రత్యేకతను అర్థం చేసుకోవచ్చు. ఇదేక్రమంలో ఇక్కడ సబ్‌రిజిస్ట్రార్‌గా బాధ్యతలు తీసుకున్న రాచకొండ శ్రీనివాసరావు అక్రమాలు తవ్వేకొద్ది వెలికి వస్తున్నాయి. ఆయన ఇక్కడ సబ్‌రిజిస్ట్రార్‌గా వచ్చింది మొదలు అక్రమార్కుల పంట పడిందనే చెప్పాలి. తాజాగా మియాపూర్‌లోని ప్రభుత్వ భూముల కుంభకోణంలో అరెస్టయిన ఆయన విధుల నుంచి తొలగింపునకు గురి కావడం ఇది మొదటిసారికాదు. గతంలో ఒకసారి జరిగింది. పోలీసు కేసు కూడా ఒకసారి నమోదవడం విశేషం.

ఎక్కడి భూములైనా ఇక్కడే స్వాహా 
కూక¹ట్‌పల్లి సబ్‌ రిజిస్ట్రార్‌ అక్రమ వ్యవహారాలకు తన పలుకుబడిని అడ్డుపెట్టుకునేవారని సమాచారం. తెలంగాణ సబ్‌రిజిస్ట్రార్స్‌ అసోసియేషన్‌ అధ్యక్షుడిగా ఉండడంతో ఈయన చేసే అక్రమాలను ప్రశ్నించేందుకు ఎవరూ సిద్ధపడేవారు కాదు. ముఖ్యంగా ఎక్కడి భూములకు ఎక్కడైనా రిజిస్ట్రేషన్‌ చేసుకునే వెసులుబాటు కల్పించిన తర్వాత ఈయన అక్రమాలకు అడ్డులేకుండాపోయిందన్న అభిప్రాయాలు ఉన్నాయి. ఎక్కడా జరగని రిజిస్ట్రేషన్లు.. ఎవరూ చేయలేని వాటిని ఈయన ఎంతో సునాయాసంగా ఇక్కడ చేయడం అలవాటుగా మార్చుకున్నారు. దీంతో అక్రమార్కులంతా తమ వ్యవహారాలకు కూకట్‌పల్లి సబ్‌ రిజిస్ట్రార్‌ కార్యాలయాన్ని వేదికగా మార్చుకున్నారు. ఇలా ప్రైవేటు రిజిస్ట్రేషన్లలో అవకతవకలే కాకుండా ప్రభుత్వ భూములను కాజేసే ప్రణాళికలకు ఈ కార్యాలయం వేదికైనట్లు తెలుస్తోంది. శేరిలింగంపల్లి మండలంలోని మరో ప్రభుత్వ స్థలంలో రెంటల్‌ అగ్రిమెంట్‌ చేసిన ఘనత కూడా రాచకొండ శ్రీనివాసరావు ఖాతాలోకి చేరింది. అంతకుముందు డబుల్‌ రిజిస్ట్రేషన్‌ చేసి పోలీసు కేసు వరకు వెళ్లిన పరిస్థితి కూడా ఈయనకే సాధ్యమైంది.

2013లో అగ్రిమెంట్‌.. సస్పెన్షన్‌ 
గచ్చిబౌలిలోని సర్వే నెంబర్‌ 39లో దాదాపు 30 ఎకరాల వరకు ప్రభుత్వ భూమి ఉంది. ధర్మరాజు అనే వ్యక్తి ప్రైవేటు సొసైటీ స్థాపించి దీనికి ఈ భూమిని తమకు కేటాయించినట్లు రంగారెడ్డి కలెక్టర్‌ పేరుతో ధర్మరాజు నకిలీ లేఖను సృష్టించారు. ఈ ధర్మరాజుకు కూకట్‌పల్లి సబ్‌ రిజిస్టార్‌ శ్రీనివాసరావు మరికొంతమంది సహకరించారు. సర్వే నెంబరు 39లో ఉన్న ప్రభుత్వ భూమని రిజిస్ట్రేషన్‌ నిషిద్ధ జాబితాలో ఉన్నా కూడా శ్రీనివాసరావు ఈ భూములను ఈ సొసైటీ తరుపున రిజిస్ట్రేషన్‌ చేశారు. 2013లో ఈ అక్రమాల తంతు జరిగింది. ఈ వ్యవహారం అప్పటోల వెలుగులోనికి రావడంతో ఆయనను సస్పెండ్‌ చేశారు. దీనిపై సైబర్‌ క్రైం పోలీసులు తాజాగా కేసు నమోదు చేసి దర్యాప్తు చేస్తున్నారు. ఇప్పటికే ధర్మరాజును అరెస్టు చేశారు. ఇప్పుడు శ్రీనివాసరావుపై కూడా చర్యలు తీసుకోవడానికి సిద్ధమవుతున్నారు.

ఆరునెలల్లోనే మళ్లీ అక్కడికే! 
సాధారణంగా సస్పెండ్‌ చేసిన అధికారికి ఆరు నెలల తరువాత పోస్టింగ్‌ ఇచ్చినా సస్పెన్షన్‌కు గురైనచోటే మళ్లీ పోస్టింగ్‌ ఇవ్వడం సాధ్యం కాదు. కాని సస్పెండ్‌ అయిన శ్రీనివాసరావు మాత్రం ఆరునెలల్లోనే మళ్లీ అదే కూకట్‌పల్లి సబ్‌ రిజిస్ట్రార్‌గా చేరడం ఒక విశేషమైతే.. ఆయన తిరిగి వచ్చే వరకు అంటే ఆ ఆరునెలలపాటు ఆ కుర్చీలో మరో సబ్‌రిజిస్ట్రార్‌ నియామకం కూడా జరగలేదు. కేవలం ఓ సీనియర్‌ అసిస్టెంట్‌ను ఇన్‌ఛార్జిగా కొనసాగించారు. ఆరు మాసాలు తిరగకుండానే మళ్లీ శ్రీనివాసరావు తన సత్తా చాటి మళ్లీ అదే అక్రమాల బాటలో పయనించి ఈసారి ఏకంగా జైలుపాలయ్యారు.

గెజిట్‌ నోటిఫికేషన్‌ లేదంటూ 
బొంకుతున్న శ్రీనివాసరావు 
మియాపూర్‌ భూ కుంభకోణం జరగడానికి రెవెన్యూ శాఖ నిర్లక్ష్యం కూడా తోడైంది. ప్రభుత్వ భూముల జాబితాను రూపొందించినా వాటిపై గెజిట్‌ నోటిఫికేషన్‌ విడుదల చేయకపోవడం ఈ శాఖ నిర్లక్ష్యానికి ఇది పరాకాష్ఠ. ఇదే ఆయనకు చక్కటి అవకాశంగా చిక్కింది. ఈ కుంభకోణానికి మూలమైన కూకట్‌పల్లి సబ్‌ రిజిస్ట్రార్‌ రాచకొండ శ్రీనివాసరావు అబ్బే తానేమీ తప్పు చేయలేదంటూ నిర్భీతిగా బొంకుతుండడానికి ఇదే ప్రధాన కారణంగా కనిపిస్తోంది.

* ఉమ్మడి రాష్ట్రంలో తెలంగాణవ్యాప్తంగా సర్వే నంబర్ల ఆధారంగా ప్రభుత్వ భూములను గుర్తించిన రెవెన్యూ శాఖ దీనిపై ఓ నోటిఫికేషన్‌ ఇచ్చింది. రెవెన్యూ చట్టం 22ఏ కింద ఈ జాబితాను అప్పట్లో వెల్లడించారు. వీటన్నింటిని అన్ని సబ్‌ రిజిస్టార్‌ కార్యాలయాలకు రెవిన్యూ శాఖ పంపించింది.

* ప్రభుత్వ భూములుగా గుర్తించిన సర్వే నెంబర్లపై ప్రజాభిప్రాయ సేకరణ జరిపి గెజిట్‌ ద్వారా తుది నోటిఫికేషన్‌ విడుదల చేస్తామని అప్పట్లో చెప్పిన అధికారులు ఆ తర్వాత దాని గురించి మర్చిపోయారు. కనీసం ప్రజాభిప్రాయ సేకరణ జరిగిందో లేదో కూడా చెప్పలేకపోతున్నారు.

* గెజిట్‌ నోటిఫికేషన్‌ విడుదల చేయకపోయినా సాధారణ నోటిఫికేషన్‌తో ఇచ్చిన ప్రభుత్వ భూముల జాబితానే రాష్ట్రంలోని అనేకమంది సబ్‌ రిజిస్టార్లు పాటిస్తున్నారు. కొంతమంది మాత్రం దానిని పట్టించుకోవడం లేదని తెలుస్తోంది.

* ఈ లొసుగును రాచకొండ శ్రీనివాసరావు చక్కగా ఉపయోగించుకున్నారు. ప్రభుత్వ భూముల జాబితాను గెజిట్‌ చేసి ప్రభుత్వం విడుదల చేయలేదని అందుచేత తన దగ్గర వాటి గురించిన సమాచారం లేక ఇలా చేయాల్సి వచ్చిందని ఆయన ఇప్పుడు పోలీసుల వద్ద వాదిస్తున్నారు.

ఇంతకీ ఎవరీ శ్రీనివాసరావు? హుజూర్‌నగర్‌, న్యూస్‌టుడే: మియాపూర్‌లో వెలుగు చూసిన ప్రభుత్వ భూముల అక్రమ రిజిస్ట్రేషన్ల కుంభకోణంలో సబ్‌ రిజిస్ట్రార్‌ రాచకొండ శ్రీనివాసరావు అరెస్టు కావటంతో హుజూర్‌నగర్‌లో కలకలం రేగింది. శ్రీనివాసరావు తండ్రి రాచకొండ లక్ష్మీపతి సూర్యాపేట జిల్లా హుజూర్‌నగర్‌ పట్టణంలో చిన్న సైకిల్‌ షాప్‌ పెట్టుకొని పిల్లలను చదివిస్తూ జీవితం గడిపేవాడు. శ్రీనివాసరావు చిన్నతనం నుంచి తినుబండారాలు, సోడాలు అమ్ముకుండూ ఇక్కడే చదువుకున్నారు. గ్రూప్‌-2 పరీక్షలో ప్రతిభ కనబరిచి తహసీల్దారుగా ఎంపికయ్యారు. ఆ తరువాత తిరిగి గ్రూప్స్‌ పరీక్ష రాసి సబ్‌రిజిస్ట్రార్‌ అయ్యారు. చిన్నతనం నుంచి కష్టపడి చదువుకున్న శ్రీనివాసరావు ఇంతపెద్ద భూ కుంభకోణంలో అరెస్టు కావడం పట్టణంలో కలకలం రేకెత్తించింది.

Huge fraud in Kukatpally SRO Trinity Infra directors, Sub-Registrar held

Hyderabad: The Cyberabad police on Sunday arrested the Sub-Registrar of Kukatpally and two directors of real estate firm on charges of fraudulent registration of 693 acres of government land causing a revenue loss of over Rs 587 crore to the state exchequer.

 

The arrested include Kukatpally Sub-Registrar Rachak­onda Srinivasa Rao, directors of Trinity Infra Ventures Limited P S Parthasarathy and PVS Varma. Police carried out searches at the residences and offices of the accused persons and recovered incriminating documents.

 

According to the police, Parthasarathy, in his capacity as the director of Trinity Infra Ventures Limited, had executed four sale deeds in favour of the Suvishal Power Gen Limited, represented by its director PVS Sharma on January 21, 2016 selling 693 acres of government land in survey numbers 20, 28, 100 and 101 of Miyapur village in Serilingampally Mandal. 

A week before executing the four documents, a fake document was prepared showing that one Ameerunnisa Begum and seven others had given GPA to Parthasarathy and others over the 693 acres of land. Seven days later, Parthasarathy registered the land in the name of Suvishal Power Gen Limited, police said.

 

Interestingly, Sharma, who is the director of Suvishal Power Gen Limited is also one of the directors in Trinity Infra Ventures Limited in which Parthasarathy is one of the directors. What more! The Sub-Registrar Srinivasa Rao knew about the fraudulent deal since he was one of the conspirators, police said.

 

Further, Srinivasa Rao, being the Sub-Registrar of Kukatpally, was aware of the fact that the 693 acres of land was government land and there have been repeated instructions from the higher ups of the revenue department issued in 2007 and 2011 to that effect and the lands should not be registered. The details were mentioned in the prohibitory register, a record containing all those lands which should not be registered at any cost, the police said.

 

Despite this, Srinivasa Rao colluded with the directors of Trinity Infra and helped them execute sale deeds in violation of the provisions of the Registration Act and the Indian Penal Code causing a revenue loss of over Rs 587 crore, police said.
