Krishna board had complained to Centre about Telangana

The Krishna River Management Board (KRMB) that should oversee the allocation and sharing of the Krishna river waters between the two Telugu States of Andhra Pradesh and Telangana seems to be helpless with the latter not heeding to its word. Telangana seems to care a hoot for the Centre too. 

The KRMB announced on May 31, the last day of the water year, that Telangana drew eight tmcft extra and Andhra Pradesh did not "utilise" 7.7 tmcft that was allotted to it by the board. Why would Andhra Pradesh not utilise 7.7 tmcft that was allotted to by the Board in one of the driest summers in recent years is the million dollar question that is being asked by everyone. 

In reality no water was released to Andhra Pradesh because Telangana, which has administrative control over the Nagarjuna Sagar Project (NSP), used it up. The board wrote several letters to the Telangana Government to stop drawing water from the NSP to no avail. 

KRMB Member Secretary Samir Chatterjee, in a letter to the Union Water Resources Ministry on April 13, said that the Government of Telangana "is not adhering" to the order of the board "in stopping releases being made to NS Left Canal". 

Dr. Chatterjee added, "Since there is no jurisdiction of projects for the KRMB and the draft notification proposals for jurisdiction furnished in the KRMB letter dated May 27, 2016 are under examination in the Union Ministry, the KRMB is not in a position to stop drawals except requesting again and again." 

Union Ministry's letter 

In response the Union Water Resource Ministry wrote to the Telangana Government to "stop drawals and release share of Andhra Pradesh for drinking water needs in Krishna Delta System and NS Right Canal," again to no avail. Water Resources Joint Secretary Sanjay Kundu, in his letter dated May 4 written to Telangana Special Chief Secretary S.K.Joshi, specifically asked him to "direct project authorities of Srisailam and Nagarjuna Sagar projects to release water as per the KRMB water release orders," but Telangana continued drawing even after that. 

The KRMB was constituted under the Andhra Pradesh Reorganisation Act, but has no powers. It should be granted jurisdiction over the projects under Section 87 of the same Act. A.P. Chief Minister N. Chandrababu Naidu even wrote to the Centre in June 2016 to give KRMB control over the projects, but there has been no response.
