If you don't use data a lot - try Project Fi by Google ( uses T Mobile/ Sprint and US Cellular Networks)

- $20 - unlimited talk and text 

- $10/ 1GB but you only pay for the data used. Like only $2 if used only 200MB

- India Calling 1cent / min if you are on WiFi. Not sure about the price on network.  It's like pay as you go - no plan for international calling.

- No contract.
