 book Tyrion is definitely a great character. Not the sanitised TV version where he's portrayed as nice. Tyrion is definitely held back because of his physical abilities, and his desire for approval.

Tywin is the only one who thinks like a smart and ruthless strategist in the GoT universe. 

He'd be the first person I want to kill in GoT.

He's more sure of himself than his son.

greatest means not the most morally ideal character.

In fact, TV Tyrion's search for that kind of moral ideal where he can function without hating himself is the reason he's weak. book Tyrion is a little more ruthless.

Tywin is ruthless in protecting his line, and his access to power. He fails, but that is his guiding principle. Not approval from others. especially his sons and daughter.
