Both are decent cities. They have their own pros and cons

Austin: growing city with lot of IT opportunities, if you live in round Rock it's much cheaper, no state tax but property tax is high, UT Austin ( top 10 university in USA) and  if you want to have fun, Austin downtown, musical events all around the year and 6th street. Hot summers and cold winters( can do down to 30-40) bad traffic if you commute. All major TX cities are with in 3 hrs drive so can get jobs easily if you have contacts

 

Raleigh: more desis than Austin area, I am comparing 3 cities here around Raleigh, decent IT hub ( research triangle) more beautiful and laid back city. Cost of living and traffic are going up. State tax is a con. Property tax is low. Most of the companies are not preferring H1s in Raleigh region until u have enough contacts. Raleigh used to be a lot cheaper  5-6 years back, not anymore

 

I lived in both places so these are my observations.

On topic... I dont know about raliegh, but I would move to austin anyday... most beautiful town in texas... so much happens there music and food wise especially.

cary best bro. my personal experience tho cheptuna. decent place, housing kodiga cheap when compared to others. typical desis texas istabadataru. if you want more americans around you rather than desis go for cary. ikkada chandalam post ese vallu chala mandi tx vaasule

i live in Austin and I 100/100 recommend Austin.

No Traffic except on 183( this is only problem who works in downtown 8-10 AM & 4-5  PM )

too good place to live.

Texas itself is an ugly state so being the most beautiful town in a rather ugly state isn't that big a deal. 

Flat terrains, a couple of decent lakes but not that unique. Not many good hiking spots.

NC is depressive state la untadi bhaya konchem , Austin better , technology companies chala unnaye facebook ,amazon , apple pedha campus undi , ebay , paypal , EA , wholefoods , indeed , many more ..! cost of living antee 2 bed room appartments ekkada 1200- 1400 range lo unnayee , house range vachesi 250k nundii ne opikaa area ne batti . beautiful places yem undavvu , a downtown  6 th street or konni places unnayee anthee . ne priority chusuko .
