"Ponting is most likely to be signed up by the Daredevils as their next coach. However, apart from the Daredevils, he's also being wooed by the Rajasthan Royals (who'll return to the IPL after a two-year ban due to the spot-fixing scandal)," a source watching from close quarters was quoted saying by the Times of India. Despite failing to win anything as a player, the 42-year-old enjoyed a successful stint as coach in 2015 before he was replaced by former Sri Lankan batting ace Mahela Jayawardena. (Source: BCCI) Two IPL team owners on Tuesday floated the idea of having next edition’s players’ auction in England but the suggestion could not find favour with the majority of the franchises during a meeting with the BCCI in Mumbai. “Yes, there were discussions whether we could shift this year’s auction abroad. A couple of franchise owners suggested England as this will be a big auction with most players back in the pool. However majority of the members want it to be held in India,” a senior BCCI official told PTI on conditions of anonymity. Rajasthan Royals have made a suggestion to do away with retention policy as well as Right to Match (RTM) while Kings XI Punjab wanted the retention policy to stay at two players. Most of the other teams wanted anything between 3 to 5 (including retention and Right To Match) while salary cap will be raised from Rs 60 crore to Rs 75 crore. It was after a long time that majority of the owners turned up for a discussion over lunch with the IPL governing council members. “The meeting was well attended. Delhi Daredevils owner GM Rao, Mumbai Indians’ Akash Ambani, Kolkata Knight Riders’ Shah Rukh Khan and Jay Mehta, Kings XI Punjab’s Mohit Burman and Ness Wadia were present. Rajasthan Royals was represented by Manoj Badale while CSK’s representative John George,” the official informed. IPL Chairman Rajiv Shukla, however, did not divulge any information after the meeting got over. “The meeting went off well. The idea was to invite actual team owners and solicit their views now that 10 years have concluded. Lot of things like retention, salary cap, squad strength were discussed. However, Rajasthan Royals are against the retention policy. Hours after the team owners met the IPL Governing Council members along with the Committee of Administrators (CoA) in Mumbai on Tuesday (November 21), sources said that the Royals are in favour of zero retention policy while Kolkata Knight Riders and Delhi Daredevils have asked for match cards instead of retention. Besides five retentions, Mumbai, Bangalore, Hyderabad and Chennai are also asking for two match cards - which will enable the team to buy the players back either on a higher or a lower price from the auction. Kings XI Punjab have sought for two match cards to ensure that the team gets their old players to retain their fan base. Sources also said that the CoA heard all the team owners and will take a call on the retention policy in consultation with the IPL GC members in the days to come. "The CoA and the IPL GC members will decide on the retention policy after weighing the pros and cons. But it is certain that retention will continue because the current board management doesn't want a handful of individuals to walk away with all the advantage," a top BCCI official told TOI. Sources also said that KKR representatives raised an issue over CSK getting to retain their original top players like MS Dhoni, Suresh Raina, Ravindra Jadeja and Dwayne Bravo when they are supposed to start from scratch after serving the two-year ban. However, the Lodha Committee sources clearly stated that it didn't mention any particular point on how the suspended teams would start their season - whether they would be allowed to retain their old players or will have to shop at the auction. Interestingly, the Royals, who are the other team to have been suspended, aren't affected because they are preparing to start their IPL season on a clean slate. At a crucial meeting between the BCCI and the franchise owners on Tuesday in Mumbai, many owners were split between retaining as many as five players or none, but most favoured utilising the right-to-match (RTM) card option at the auction. It was also decided that the player auction will take place in India in the last week of January. Tuesday's meeting was attended by owners, including Shah Rukh Khan and Jay Mehta (Kolkata Knight Riders), Akash Ambani (Mumbai Indians), Ness Wadia and Mohit Burman (Kings XI Punjab) and Manoj Badale (Rajasthan Royals). The meeting was called by the BCCI at the behest of the Committee of Administrators, which wanted to apprise the owners of the discussions that took place during the IPL Governing Council meeting on October 24. Last month the IPL Governing Council heard a presentation by Hemang Amin, the IPL's chief operating officer, on various important topics including the number of retentions, the purse available for the auction and the RTM card. Amin's presentation was based on his meeting with all eight franchises. While the Governing Council was in favour of allowing teams to retain three players, the owners of the two richest franchises, Mumbai Indians and Chennai Super Kings, argued in favour of retaining a maximum of five and four players respectively on Tuesday. ESPNcricinfo understands Mumbai wanted to retain five players and use two RTMs at the player auction, and were backed by Super Kings, who are back in the IPL after a two-year suspension and had suggested retaining four players with one RTM at the auction. However, Knight Riders proposed no retentions and sought five RTMs at the auction. Two franchises - Kings XI and Rajasthan Royals, the latter being the second franchise to return having served a two-year suspension - informed the BCCI that they wanted to build their teams from the scratch and did not want any retentions or RTMs. Meanwhile, Sunrisers and Royal Challengers were happy with three retentions and two RTMs. It is also understood that in the case of both Super Kings and Royals, they can only retain players from their 2015 squads. It comes as no surprise that both Mumbai and Super Kings, who have won the IPL multiple times, were in favour of retaining the maximum players in their attempts to keep their core group intact. Both teams included established match-winners who have been with the franchises for a long time. Mumbai will be keen to retain players like Rohit Sharma, Hardik Pandya, Jasprit Bumrah and probably Kieron Pollard, along with Krunal Pandya and Harbhajan Singh. Super Kings, on the other hand, would want to retain MS Dhoni, Ravindra Jadeja, Suresh Raina and possibly the overseas duo of Faf du Plessis and Brendon McCullum. According to an IPL official, Knight Riders, Royals and Kings XI Punjab suggested the salary cap could be hiked to INR 70-80 crore per team, up from INR 63 crore at the auction in 2017, while the other franchises left that decision to the IPL governing council. The official also said the formula previously used to calculate the salary of a retained player would remain the same. This means that, based on the number of retentions, a retained player would get a percentage of the actual purse. Among the other decisions at the meeting, the IPL has allowed Kings XI to play three of their home matches outside Chandigarh as long as the remaining four home games are played at their home base in Mohali. A final decision is yet to be taken on Royals' home base of Jaipur, which is affiliated to the Rajasthan Cricket Association that was suspended by the BCCI in 2014 after Lalit Modi became its president. However, with Modi calling timeon his tenure as an administrator recently, the BCCI will decide on the status of the RCA's suspension at its special general meeting on December 9. It is understood that Royals have told the IPL they want to play in Jaipur. According to the IPL official, final decisions on all the matters are likely to be taken at the next Governing Council meeting, which will then have to be approved by the COA. "There was, to a large extent, a consensus between the franchises on many issues. All of them want the league to grow bigger. Several stars are often deemed surplus to requirements by some teams What's the story? In what could be a dramatic change in how the Indian Premier League works, the 2018 edition of the tournament could see the introduction of a mid-season transfer break, like it happens in the major European leagues. According to report from mid-day, a player can represent another team if he hasn't played the first seven matches of the season and the proposal was unanimously agreed by the eight team owners. "There have been instances where a player gets only a few games and that too towards the business end of the tournament or warms the bench throughout the season. A team buys a certain player in the auction, but later finds it difficult to accommodate him in the playing XI due to their combination or team balance. This proposal is a win-win situation for players and teams. The idea was discussed in the meeting and all owners/team representatives seemed convinced about it. The modalities will be worked out as soon as the IPL body accepts the proposal," a BCCI source told mid-day. The heart of the matter It is still unclear as to whether this will be a mini-auction that happens in the middle of the season or the "loan system" that is used in the European leagues, where players deemed surplus to requirements are loaned out, will be in place. In case you didn't know... This was among the proposals discussed during the meeting between BCCI officebearers, IPL Governing Council members, CoA and all team owners/representatives. What's next? The final call on the auction rules, player retention and the possibility of a mini-auction in between the IPL or a mid-season transfer window will be finalised in a fortnight in the IPL Governing Council meeting. Author's take Considering the amount of players who are often warming the benches, deemed surplus to requirements, by a certain team, this proposal certainly makes a lot of sense. When a side is crying out for a certain type of player and that player is on the bench for another side, seemingly with no chance of playing in the rest of the season, the idea of having him play for another team is a win-win scenario for all concerned. Although it will be interesting to see if they go for another auction or just a mid-season transfer window like the European leagues, where any team is open to get their hands on the player.
