If anyone wants to permanently disable all Verizon crap including but not limited "No Sim Found" notification you can do this via ADB shell:

adb shell pm uninstall -k --user 0 com.motorola.setupwizard.phoneservice

adb shell pm uninstall -k --user 0 com.verizon.messaging.vzmsgs
