Then it'll reflect the general society, not act like they are better than the society. Their jobs will last only for a term. not forever.

more importantly, they'll be accountable to elected leaders, than form associations that last 30-40yrs over the period of their jobs.

actually name one country that has administrative officers like IAS. Its like they are a separate branch of govt, and dont quite fit within the republic.
